August 10th, 2015
The Bessemer City Council met in regular session on Monday, August 10th, 2015 at 7:00 PM in the Council Chamber of City Hall.
Mayor Becky Smith, Council Members: Dan Boling, Kay McCathen, Joe Will, Alfred Carpenter, Howard Jones and Donnie Griffin. City Manager, James Inman, and City Attorney, David Smith, were also present.
Call to Order, Prayer, Pledge of Allegiance
Mayor Smith called the meeting to order. Reverend Libby Toler of Grace Lutheran Church led in Prayer. Mayor Smith led in the Pledge of Allegiance.
Approval of the August Agenda
By motion of Kay McCathen and unanimous vote, the August Agenda was approved.
Down Home Festival Sponsorship Recognition: Mayor Smith and Parks and Recreation Director, JoD Franklin, recognized the 27th Annual Down Home Festival top sponsors. Karol DeWitt with Dole Fresh Vegetables, JoAnn Hall and Vicky Franklin from Bank of the Ozarks, and Chad Gee with Piedmont Paving, Inc. were all present. Mayor Smith and JoD Franklin presented each business with a frame festival photo with their company logo.
City Council and all present applauded the businesses.
Request to Speak/Opportunity for Public Comment
Mayor Smith opened the floor for public comment. There was no one to speak.
The following items for the Consent Agenda were unanimously approved by motion of Alfred Carpenter.
a. Approval of Minutes: Regular Meeting Minutes of July 13th, 2015 and Work Session Minutes of July 28th, 2015.
b. Request for Overnight Travel: Events and Senior Coordinator, Adora Alford, is requesting overnight travel to attend the Module V, Outstanding Programming of Anne Johnson Institute for Senior Center Management from September 29th-October 1st in Carolina Beach, North Carolina.
c. Request to Close Street: ¬Hope for Gaston is requesting to close the 100 block of West Pennsylvania Avenue from the hours of 7:00AM to 3:00PM on Saturday, September 19th, 2015 for the their annual event that aims to assist infrastructure needs for residents in Bessemer City.
Proclamation: September 11th, 2015
Mayor Smith entertained a motion to adopt a Proclamation to designate September 11th, 2015 as ‘Never Forget 9-11 Day’. By motion of Dan Boling and unanimous vote, the proclamation was adopted. Mayor Smith then followed in reading the Proclamation aloud.
Voluntary Annexation Petition: Tosaf USA, Inc.
City Clerk, Joshua Ross, presented to Council a petition submitted by Tosaf USA, Inc. to be voluntarily annexed (Parcel ID 223168). Mr. Ross explained to Council this annexation would be part of the agreement the City has with Tosaf USA, Inc. and Gaston County for locating in Bessemer City. A signed and sealed certification of sufficiency was presented to City Council.
Attorney David Smith advised that Council does not need to make a motion to accept the petition.
Setting a Public Hearing- Voluntary Annexation Petition
As required by NCGS 160A-58.1, a public hearing must be set for a voluntary annexation petition. By motion of Howard Jones and unanimous vote, a resolution setting a public hearing for Monday, September 14th, 2015 at 7:00PM was approved. This public hearing will be legally advertised as required by General Statute.
City Manager’s Report
City Manager, James Inman, reported the following items to the Mayor and City Council:
a. Community Center Project: Mr. Inman explained that the Meals on Wheels Program has been moved to First United Methodist Church while the community center undergoes renovations. The project is planned to start on August 17th. There will be limited access to the site during construction.
b. West Pennsylvania Avenue Streetscape: Mr. Inman explained that the project’s third re-bid will take place on Tuesday, August 11th, 2015 at 2:30PM. Once the bid is complete, a timeline will be produced to determine the project’s schedule.
c. Tosaf USA, Inc.: Mr. Inman explained that Tosaf USA, Inc. is working on grading right now and everything is moving forward. The company anticipates to be ready for operations during the 1st quarter of 2016.
General discussion was held with each item the Manager presented to Council.
Council General Discussion
Council Member, Dan Boling, stated that he continues to receive positive compliments about the City. He also received numerous comments about how the City looked during the July Community Concert and Cruise In.
Being no further business to come before the board, by motion of Howard Jones and unanimous vote, the meeting adjourned at 7:21PM.
