DECLARATION OF STAGE 2 WATER SHORTAGE
§ 52.33 STAGE II WATER SHORTAGE CONDITIONS; GUIDELINES
| According to section 52.33 of the Bessemer City Code of Ordinances, Stage 2 Guidelines, the following restrictions shall apply. In addition to the voluntary guidelines already in effect, it shall be unlawful to use water supplied by the city water system in the following manner: |
| (1) |
To water lawns, grass, shrubbery, trees, flowers, and vegetable gardens except in accordance with the following schedule set forth below for specific areas of the city. Such watering shall be done by handheld hose or container or drip irrigation system only. All areas north of the tracks of the Southern Railroad on Sundays and Thursdays between 6:00 a.m. and 9:00 a.m. All areas south of the tracks of the Southern Railroad on Saturdays and Wednesdays between 6:00 a.m. and 9:00 a.m. |
| (2) |
To fill newly constructed swimming and/or wading pools or to add water or to refill private swimming and/or wading pools which have been drained. |
| (3) |
To wash automobiles, trucks, trailers, boats, airplanes, or any other type of mobile equipment, including commercial washing. |
| (4) |
To wash down outside areas such as streets, driveways, service station aprons, parking lots, office buildings, exterior of existing or newly constructed homes or apartments, sidewalks, or patios, or to use water for other similar purposes. |
| (5) |
To use water from public or private fire hydrants for any purpose other than fire suppression or other public emergency. |
| (6) |
To operate or induce water into any ornamental fountain, pool, or pond, or other structure for similar use of water. |
| (7) |
To serve drinking water in restaurant cafeterias, or other food establishments, except upon request. |
| (8) |
To operate water-cooled air conditioners or other equipment that does not recycle cooling water, except when health and safety are adversely affected. |
| (9) |
To use water for any unnecessary purpose or to intentionally waste water.

Further, section 52.36 DISCONNECTION FOR NONCOMPLIANCE states:
Pursuant to the provisions of Chapter 162A-88, service may be temporarily discontinued for willful disregard of this subchapter and a $55 reconnect fee may be imposed before restoration of service. In the event of continued gross noncompliance of this subchapter, removal of the meter will be deemed proper and service will be discontinued and all tap fees and deposits forfeited. Reconnection will only be made by payment of current due amounts, and new tap fees and deposits shall be paid.

The Gaston County Natural Resources Department is responsible for planning and establishing the county's natural resources' conservation programs and implementing county, state, and federal natural resource statues. Department staff help landowners, citizens, municipal and county governments and industry to control erosion and sedimentation for improved water quality, obtain grants for stream and wetland restorations for storm water management, assist municipalities with bio-solids waste management, assist animal facility operators with animal waste management, assist governments with watershed management issues to ensure quality drinking water supplies, and presents environmental conservation education programs to students, groups, organizations, clubs, and citizenry.

Environment and Natural Resources

The N.C. Department of Environment and Natural Resources (DENR) is the lead stewardship agency for the preservation and protection of North Carolina's outstanding natural resources.
