Job Description
An employee in this class is responsible for providing reception, customer service, and accounts receivable work for the City. Work involves public contact functions and coordination with other departments within the City’s organizational structure. Work also requires considerable knowledge of the City’s utility customer service policies and field activities. Considerable tact and courtesy are required in these public contact functions. Work is performed under regular supervision and is evaluated through conferences, by review of appropriate records and reports, and the accuracy and thoroughness of assigned responsibilities. General Statement of Duties
Performs difficult professional, technical, and managerial work in planning, organizing, and directing a variety of public works and public utilities activities including: maintenance and analysis of water treatment and all associated equipment and operations. Serves as the Operator in Responsible Charge (ORC). Works under the direction of the Water Division Supervisor.
Distinguishing Features of the Class
An employee in this class assists with monitoring industries and remediation sites by sampling, coordinating the analysis of samples, and evaluating and reporting results against permitted levels of various environmentally sensitive properties. Work also involves assisting with the Fats, Oils and Grease (FOG) Program, monitoring state and federal regulatory requirements and researching and instituting program changes to comply; preparing a variety of records and reports as required by the state; working with industries to monitor discharge, reduce harmful elements in discharge, and identify strategies to reduce cost for industries and city of discharge treatment; and performing operational and laboratory work at the plant as needed. The employee is subject to hazards associated with water and chemical work including exposure to electrical current, and chemicals, fumes, odors, dusts, mists, gases, and poor ventilation. Work around raw sewage is also subject to the final standards of OSHA on blood borne pathogens. Work is performed under general supervision and is reviewed for conformance to testing and reporting procedures, program effectiveness, and accuracy.
An employee in this class plans for twenty-four hour operations of a water treatment facility to provide potable water and oversees all components of an effective pretreatment program to ensure that water is disposed of in an environmentally safe manner. Work is performed in accordance with State and Federal laws and regulations. Work involves planning and assigning work to subordinates, inspecting the operations of the plant through observation and analysis of laboratory results, insuring proper preventative maintenance and repairs, overseeing the operations of a State certified laboratory, and supervision of a State certified industrial pretreatment program. Work also involves researching and recommending long and short-term capital facilities and equipment construction and renovations, establishing and maintaining records and reports necessary for full compliance with all regulations and for effective management decision – making, requesting necessary resources in the annual budget, and motivating, coaching and insuring effective productivity of division personnel. Work involves considerable public contact, initiative and judgment.
Essential Duties and Tasks
Plans, organizes and directs the work of subordinates engaged in plant operations and process control, industrial pretreatment, laboratory analysis, and preventative maintenance and repair of plant equipment and facilities.
Participates with management in planning for current and future capacity needs and plant modifications for increased efficiency and/or regulatory compliance.
Researches and recommends strategies for meeting new regulatory requirements, assists with planning and implementation of sludge disposal program.
Researches and supervises administration of the City’s sewer use ordinance, oversees the collection of industrial samples and the issuance of industrial user permits, supervises on-site inspections and enforcement of industrial permits, participates in establishing effective working relationships with industries within the pretreatment program.
Establishes, maintains and analyzes a variety of reports as required and as needed for effective management decision-making.

Supervises laboratory operations, reviews reports and records for accuracy and to review operations, supervises contracted or in-house analysis of more complex properties and industrial samples.

Sets up sampling systems to monitor compliance of individual industries with their permit levels; communicates with industries concerning compliance and noncompliance; inspects industrial sites for compliance; maintains records and analyzes program results; recommends changes in program to implement frequently changing regulations; monitors and records data for remediation sites.
Coordinates laboratory analysis for pretreatment sample analysis, inspects results; generates information for surcharging when necessary.
Interprets laboratory tests and prepares required reports; prepares headworks analysis, enforcement response plan, and other reports and records as required.
Consults with, informs, and advises industrial officials about controls to be used, defects found, or changes in treatment process.
Participates in updating ordinances, policies, and practices related to program; calculates charges for exceeding permitted limits.
Assists with calculating industrial permits; communicates and corresponds with industries; monitors industry performance in meeting permitted levels; assesses fines for noncompliance.
Assists with Conducting oil and grease control program; works with restaurants to implement program; conducts inspections of grease traps; advises restaurant regarding program.

Job Description
Firefighters respond to emergency calls as a member of the Fire Department’s engine, aerial ladder, rescue truck or first responder teams to extinguish fires and perform first aid and rescue services, authorized and responsible for the extinguishment of fires, assists the public with nonemergency requests or complaints. Conducts fire prevention inspections, fire hydrant testing, pre-fire planning, fire prevention education, and minor repairs and maintenance on facilities, apparatus and equipment.
Duties and Responsibilities
In the performance of their duties, the Firefighter places equipment, lays and connects hose; operates high-capacity pumps and directs water streams; raises and climbs ladders; uses chemical extinguishers, safety belts, lines and hooks and uses self-contained breathing apparatus.
The Firefighter may enter burning buildings as part of a fire suppression team, perform ventilation tasks above ground, carry heavy objects and equipment and rescue injured or trapped victims.
Perform preventative maintenance on firefighter apparatus and related equipment to include checking fuel and oil supply, battery, lubrication, tires, motors and ignition system.
Prepare written reports and records pertaining to fire, medical and technical subjects.
Required knowledge, Skills, and Abilities
Knowledge of:
Modern fire service principles, procedures, techniques, and equipment.
Fire protection systems, evacuation considerations, and building construction regulations for fire safety.
Communicate effectively, both orally and in writing; ability to understand and carry out verbal and written instructions using the English language.

Physical Demands
