Job Description
The City of Bessemer City is seeking a highly qualified professional and motivated candidate to work for the City as the Development Services Director. This position performs responsible administrative and professional work in planning, organizing and performing the activities of the Development Services Department, which includes; Planning and Zoning; Economic Development; Main Street Program; and oversight of various storm water tasks. Candidates should be tactful, respectful, and demonstrate the City’s core values while performing duties and responsibilities.

Job Duties
An employee in this class supervises and/or participates in all current and long-range community planning, infrastructure needs, administration of land development code, zoning administration, storm water and flood plain management, economic development and related work for the city. Work involves developing and administering land use studies and zoning, subdivision and other ordinances, serving as technical advisor to the City Manager, Council, Planning Board, and other boards and commissions and communicating with the public about city planning projects and responding to planning issues. This employee represents the City with state and federal officials concerning proposals for establishing or revising ordinances and plans governing planning activities in the city. Work requires the application of considerable professional and technical knowledge as well as the ability to formulate programs. The employee is subject to inside and outside environmental conditions. Duties are performed under the administrative direction of the City Manager. This employee also is the chief recruiter for new businesses and seeks out
programs and policies to aid in the retention, recruitment, and expansion of commercial and industrial businesses. Employee is responsible for planning, organizing, and directing policy and program development, communication, and implementation. Considerable judgment and initiative are required in developing and adapting policies and programs with City needs and resources. Work is performed under the general direction of the City Manager.

Job Requirements:
Education: Graduated from a four year college or university with a degree in business, economics, planning, public administration, urban planning or related field. A minimum of 3-5 years of considerable professional experience in planning and economic development; or an equivalent combination of education, training, and experience.

Special Requirement:
Possession of a valid driver’s license.

American Institute of Certified Planners certification (AICP) preferred.

Certified Zoning Official (CZO) preferred.

North Carolina Certified Economic Developer (NCCED) preffered.
