NATURAL GAS SYSTEM IMPROVEMENTS

STEWART CROSSING CUSTOMER SERVICE LINES ON-CALL SERVICES

Pursuant to Section 143-129 of the General Statutes of North Carolina, sealed proposals endorsed “Natural Gas System Improvements Stewart Crossing Customer Service Lines On-Call Services” will be received by the City of Bessemer City at the Public Works Building, 405 N. 9th Street, until 2:00 P.M., on Friday, December 19, 2025, at which time they will be publicly opened and read.

This project involves the completion of 99 customer service lines in a new subdivision. The installation, tie-in to existing natural gas customer service lines and commissioning of approximately 1,770 linear feet of 3/4-inch polyethylene natural gas service lines and associated appurtenances. The methods of installation for the services shall be exclusively direct burial. The subdivision developer has provided the following home construction schedule:

  • Construction to start between December 1 and December 10, 2025
  • 5 to 6 home starts monthly for the first few months, then 4 starts per month until build out
  • The first 6 homes are scheduled to be completed in 75 After that completions are scheduled for 95 days after start.

All work shall be completed in accordance with the Specifications included in the bid package. The bid submitted shall include the cost to install various pipeline facilities (pipe, fittings, etc.) listed in the Proposal Form. All work completed on the City of Bessemer City natural gas system shall be completed in accordance with local, state, and federal regulations as described in the Contract Documents.

Proposals must be submitted on the standard form provided in the Contract Document booklet and must be marked “Natural Gas System Improvements Stewart Crossing Customer Service Lines On-Call Services”. The quantities listed for the various requirements of these specifications are estimated quantities with the City reserving the right to make quantity adjustments should the need arise.

A pre-bid conference will be held on Tuesday, December 2, 2025, at 10:00 a.m. in the Conference Room of the Public Works Building at 405 N. 9th Street, Bessemer City, North Carolina, for the purposes of explaining the Scope of Work and answering questions related to the project.

Each proposal must be accompanied by a deposit equal to five (5%) percent of the total Bid amount. This deposit may consist of cash or a certified check drawn on a bank or trust company authorized to do business in the State of North Carolina or on a bank insured by the Federal Deposit Insurance Corporation, payable to the City of Bessemer City, North Carolina, or a five (5%) percent Bid Bond issued by any insurance company authorized to do business in the State of North Carolina, the deposit to be retained in the event of failure of the Successful Bidder to execute the contract within (10) days after the award or to give satisfactory surety as required.

All contractors are hereby notified that they shall properly comply with any North Carolina state laws governing their respective trades.

The length of the Contract will be two (2) years.

The City of Bessemer City reserves the right to reject any and all bids and will not discriminate against any bidder submitting a bid because of race, creed, color, national origin, religion, or handicap.
